One could hope that they will provide a way to just upload a bunch of split APKs before this becomes mandatory… However when they say that 35% of active installs use App Bundle this means that a lot of major app developers have already handed their signing keys over to Google.

If you use Play Services, Google could theoretically do a lot of things with your phone anyway (upload data, install apps silently). I do not like this because once you give away your signing keys to whomever, no one can be 100% sure if the old and new apks are actually from you.
