The real answer is because it's a solid block of contrasting parallel stripes, and horses (not just police horses) have no *idea* what to do with that. They probably interpret it as a cattle grid. (Apologies for linking to an RT video)…

I mean, it's basically the same reason why guide dogs would have a problem; they were never trained that "this is a crosswalk".
