We looked at how the Office of Justice Programs administered emergency CARES Act grant funds. We found that in 2020, OJP acted quickly to distribute grant funds, but as of March 31, 2021, only 40% of funds were spent.

The FBI’s factual accuracy review procedures for FISA applications, called Woods Procedures, are in place to help protect the civil liberties of subjects during ex parte court proceedings, but we found widespread non-compliance with the Woods Procedures from 2015 and 2019.
Today’s report also highlights the need for the FBI and DOJ to ensure rigorous supervisory review and robust oversight to help reduce the risk of erroneous information being included in FISA applications.
