The RAF and US studied how to achieve this effect through incendiary bombs on cities. They tried many times but only achieved “success” a few times, creating firestorms in Hamburg that killed 46k and Dresden killing 25k. The firebombing of Tokyo, 100k, was not a true firestorm.
