State Advocacy, perspective delivered by Rich Maura of DRCOG State initiatives can fail multiple times, keep trying. For example, mandatory reporting for elder abuse & neglect took 20ish years to succeed. The organizer was in his 90s by that time.

Emails & Letters, especially form letters, get little attention. Your best bet is calls & meetings. This is a loose definition of meeting, it sounds like finding an elected official walking around Denver & walking alongside them while talking about your issue counts.
