NEW: The Met will start its own investigation into Number 10 parties from scratch with their own officers conducting any interviews. Source tells me it will take “weeks, not days.” A team of detectives from Scotland Yard’s Special Enquiries team will lead the investigation.

Licence fee frozen at £159 until 2024 and will then rise in line with inflation after that. Which is mildly better than some of the briefing had suggestion. Government also grants Tim Davie his wish to be allowed borrow substantially more money to grow the BBC's commercial arm.
