Do you mean "18.12.3". If so, that may be a bit old, as the "18" is the year (2018) and the 12 is the month (December) it was released. There have been several updates since then.

Kubuntu is an Ubuntu flavor while KDENeon is a distro based on Ubuntu done and maintained by the KDE Project not by Canonical. Or maybe I just don't understand your issue.
