Kenosha police were primarily responsible for atmosphere that led to Kyle Rittenhouse shooting and killing Anthony Huber and Joseph Rosenbaum. And a fundamental dilemma for prosecutors was that no officers were on trial for endangering lives. See statement from Huber's parents:

Police had all the artillery necessary to clear militia-types and any armed people. They could have enforced a curfew and cleared the area of individuals like Rittenhouse just as they use crowd control tactics to clear protesters. Of course, we know why they didn't.

But prosecutors put Rittenhouse on trial, not police. Officer Sheskey, who shot and seriously injured Jacob Blake, was not charged by the Kenosha County District Attorney. When the system won't charge cops, it is difficult to convict the cops' preferred vigilantes of murder.

Or… they could have stopped the rioting, looting, and arson. Ever think of that? Who’s fault is it that any person thought they needed to protect Kenosha? Well, the police, mayor, governor, etc.
