Voting software should be 100% mandated to be Open Source. Then the exposure of the code is irrelevant. If exposure of the source code is a security risk, the code was already insecure to begin with.

People who call it "over-quality" mistakenly view this as a cost, as opposed to a high-return investment. Why everyone is not investing in their code quality is beyond me. The money is right there on the table, but people pass it by.

We see a strong correlation between high bug counts and slow delivery lead times. That's no coincidence. They have the same underlying cause - it takes too long to build and test the software. Teams who can build & test many times an hour deliver MORE RELIABLE SOFTWARE, SOONER
